Instagram does not show you who mentioned a different account. The mentions list in Settings only covers your own profile, so there is no way to pull up a feed of who tagged or @mentioned someone else unless their post is public and you happen to see it in your own feed or search. If what you actually want is a general sense of a public account's activity, the one thing that is visible after the fact is new follows, which is what the SnoopInsta iOS app tracks, starting from the day you add a username.
What does Instagram show about mentions?
Instagram shows mentions only to the account that was tagged, through a notification and through a list under Settings. There is no public or shared view of who mentioned a different person, and no way to search mentions by username. You can turn this feature off entirely for your own account.
To check your own mention settings:
- Open Instagram and go to your profile
- Tap the menu icon, then Settings and Privacy
- Go to Tags and Mentions
- Review who can mention you (Everyone, People You Follow, or no one)
This control exists because Instagram treats a mention as a tag, and tag visibility is covered in the Instagram Help Center page on tagging. It is a personal setting, not a lookup tool for someone else's account.
What still doesn't work?
There is no way to see a list of posts where someone else was mentioned, no way to see mentions inside their comments or DMs, and no way to recover a mention after the original poster deletes it. If the account you're curious about is private, you won't see any of their tagged posts at all unless you already follow them and they haven't restricted tag visibility further.

Where does SnoopInsta fit in?
SnoopInsta does not read mentions, comments, or DMs for any account. What it does is watch a public username, or a private account you already follow, and tell you when a later check finds a new follow that wasn't there before. It starts from the day you add the profile, so it won't show follows from before that, and it doesn't receive Instagram's original follow timestamp.
If your real question is "has this account's activity changed recently," new follows are the one signal that's visible and trackable over time. Three steps:

The person being watched is not notified. A purchase on the website does not unlock the iOS app; the app itself is where tracking happens.

Can I see who mentioned my partner on Instagram?
No. Only your partner's own account can see who mentioned them, through their personal mentions settings. You can only see a mention if the post containing it is public and you come across it directly.
